Boracay Terminal and Environmental Fees: The Reported Figures and Where Sources Conflict

In brief

As last reported in February 2025, a visitor crossing from Caticlan pays a PHP 150 terminal fee, an environmental fee of PHP 150 (Filipinos from outside Aklan) or PHP 300 (foreigners), and a PHP 50 boat fare. Neither Aklan province nor the town of Malay publishes a fee schedule online, so every figure here comes from news reports and operators’ pages, and some of them disagree.

  • Terminal fee: PHP 150 per crossing at Caticlan, PHP 120 for seniors, students and persons with disabilities1.
  • Environmental fee: PHP 150 for non-Aklanon Filipinos, PHP 300 for foreigners, in force since 1 February 20213.
  • Boat fare: PHP 50 from Caticlan to Boracay1.
  • One resort’s page quotes a PHP 300 terminal fee; it covers arriving and departing, which matches two crossings at PHP 1505.
  • A convenience fee is added by the payment system used: PHP 35 per trip on LezzGo, PHP 30 on eBoracay71.

Frequently Asked Questions

How much is the environmental fee in Boracay?

PHP 150 for Filipino tourists from outside Aklan and PHP 300 for foreigners, under Malay’s Municipal Ordinance No. 431, in force since 1 February 20213. The same figures were reported in February 20251.

Is the Boracay terminal fee PHP 150 or PHP 300?

News reports give PHP 15012. One resort’s page gives PHP 300 for arriving and departing5. Read together they point to PHP 150 per crossing, though the ordinance text is not available online to confirm it.

Do foreigners pay more than Filipinos?

For the environmental fee, yes: PHP 300 against PHP 1503. The reported terminal fee and boat fare are the same for both1.

Do children pay the Boracay fees?

The iPass site exempts children aged 5 and below with proof6. The environmental-fee ordinance was reported to exempt children below 123.

Is there a senior citizen discount?

A PHP 120 terminal fee for seniors, students and persons with disabilities was reported in February 20251. Whether a foreign senior gets a discount on the PHP 300 environmental fee is not stated in any source used here.

Do I pay the fees again when I leave?

The terminal pass covers both the Caticlan and Cagban terminals, and the boat is paid each way111. No official page says whether the environmental fee is charged once per stay.

The detail

Three charges stand between the Caticlan jetty port and the island: a terminal fee collected for Aklan province, an environmental fee collected for the municipality of Malay, and the boat fare6. This page sets out what each is reported to cost, the ordinance each is attributed to, and the points where published figures conflict. For the whole journey see Getting to Boracay; for the online systems that collect the fees see iPass, LezzGo and eBoracay compared.

The short answer

If you are… Expect to pay on arrival (as of February 2025)
A foreign visitor PHP 500: terminal 150, environmental 300, boat 50
A Filipino from outside Aklan PHP 350: terminal 150, environmental 150, boat 50
A senior, student or person with a disability (Filipino) Terminal fee PHP 120 in place of 150
Leaving the island PHP 200: terminal 150, boat 50

The totals are sums of the reported figures1. They leave out the convenience fee of whichever payment system is used, and the tricycle or van at either end.

Terminal fee

The terminal fee at the Caticlan jetty port rose from PHP 100 to PHP 150 on 23 September 2022 under Aklan’s General Ordinance No. 2022-021, as the port administrator announced at the time4. News reports in December 2024 and February 2025 still gave PHP 150, with a PHP 120 rate for seniors, students and persons with disabilities21.

The province’s online terminal pass covers “the Caticlan and Cagban Passenger Terminals”11. Cagban is the port on the Boracay side, so the fee applies in both directions.

Environmental fee

Malay’s Municipal Ordinance No. 431 raised the environmental fee from PHP 75 to PHP 150 for tourists from outside Aklan and to PHP 300 for foreigners, effective 1 February 20213. The same figures were reported in December 2024 and February 202521. According to a Malay councillor quoted in 2025, the fee began at PHP 50 in 2005 and went to PHP 75 in 20091.

Boat fare

The pump boat from Caticlan to Boracay is reported at PHP 5012. The provincial iPass site lists boat transport as one of the services paid through it, and gives no peso amount6.

Where the sources conflict

Sources disagree Shangri-La Boracay‘s directions page says PHP 300 “shall be charged to each guest arriving in and departing from Boracay Island”, citing Section 29.3 of the same provincial ordinance5. News reports give PHP 15012. The two fit if the fee is PHP 150 per crossing and PHP 300 is the round trip, but the ordinance text is not published online, so that reading is an inference. Plan for PHP 150 each way.

The other conflicts, in order of how much money is involved:

  • Convenience fees. LezzGo, the unified ticketing system presented at Caticlan in August 2025, adds PHP 35 per trip from 1 September 2025, plus a PHP 15 online booking fee that was waived until 1 January 202678. Malay’s eBoracay portal is reported to add PHP 301. For iPass, Shangri-La’s page quotes PHP 85 per person5, while a business group’s chairman praised the system at launch for the absence of convenience fees on card payments2. The iPass site states no amount6.
  • Children. The iPass site exempts children aged 5 and below, with proof6. The 2021 report on the environmental-fee ordinance says children below 12 are exempt from that fee3. Carry proof of age and expect the lower limit to be applied to the terminal fee.
  • Tabon port. When boats use Tabon in place of Caticlan, a 2024 report of a Malay executive order gave a PHP 100 terminal fee and a PHP 100 environmental fee for domestic tourists there12. Every other report gives PHP 150 for the domestic environmental fee. See which port is used in which season.

Who is exempt

  • Terminal fee: Aklan residents, Aklanons living elsewhere who hold a valid terminal pass, and children under five, as announced in 20224.
  • Environmental fee: returning Aklanons and the province’s balikbayans with their children and grandchildren, and children below 12, as reported when the ordinance took effect3.
  • Discounts: 20 percent for students, seniors and persons with disabilities was reported for the environmental fee and the Tabon terminal fee in 20213; PHP 120 on the PHP 150 terminal fee is the same 20 percent1.

Claiming to be an Aklanon to avoid the fee carries a PHP 2,500 fine under the 2021 ordinances, as reported3.

Why the figures may change

The fees became a national issue in January 2025, when the tourism secretary said stakeholders had “persistently raised” concerns about rising charges on the island10. In February 2025 the interior secretary gave Malay’s mayor two weeks to cut or suspend the town’s separate fees for island hopping, picnicking and snorkelling9. The mayor answered that a reduction was “not feasible” because the fees fund programs1. No later change to the three port charges has been reported in the sources used here.

Good to know Malay also charges activity fees that are not collected at the port. A PHP 100 snorkelling fee and an additional PHP 100 at Tabon port in the southwest-monsoon season were listed in February 20251.

How the fees are paid

Visitors can prepay the terminal fee, environmental fee and boat fare on the province’s Boracay iPass site and show a QR code at the port gates; bookings are not refundable but can be transferred until the code is scanned6. LezzGo takes the three charges in one transaction at kiosks or online8. No official page says that one system is the only accepted route. The steps at the port are in Boracay entry requirements.
